BEWARE!!! I changed 20 and 50 new bills at BDO Nueno branch last Dec 9, 2014. I did not count it anymore as i trust these are exact since they are new and i saw they were sealed where d teller got d bundle of bills. Unfortunately, when i opened d envelopes today, i noticed that d serial numbers of d 20p new bills do not start with #1, thus, i counted them and found out that d 2 bundles were indeed short of 19 pcs.
The same thing happened to my sister when she withdrew from BDO Sangandaan branch sometime in 2012. She did not count d bundles of 1k bills she withdrew, trusting it came directly from the bank vault. When she was counting it at home, 2 pcs of 1k bill was missing for every bundle. She lost almost 8k which d bank did not pay because of their policy that once d money is out in d bank, we could no longer claim anything from them.
Therefore, i conclude that there are indeed syndicates doing these notoriety somewhere along the whole banking process. As to what level? I do not know.
LESSON LEARNED: We, the bank clients who put our trust in the system should BE AWARE AND BE CAUTIOUS AT ALL TIMES. If the bank officers and staff are very strict and careful when releasing our money, we should also be the same with our own hard earned money.
